Should I use one of these two for the border or get something else -- light grey with white polka dots? or stars?

I think it looks babyish already. Nobody is using ABC fabrics not in a scrappy quilt unless it's baby. As for the binding I would probably actually go with a dot or a stripe in a matching print.
I love polka dots so I would probably go with light gray with polka dots!
I love the blocks.
Light gray wit dots sounds like a good option for the border.
